HRH the Prime Minister issues a number of resolutions

Manama: Dec. 27 -- (BNA) His Royal Highness Prince Khalifa bin Salman Al Khalifa the Prime Minister issued Resolution No. 93 for the year 2011 regarding the formation of the board of directors of Bahrain Internet Exchange under chairmanship of Shaikh Salman bin Mohammed Al Khalifa and the following members:


- Jamil Jaffar Ghazwan, Vice Chairman.

- Taha Mahmoud Faqihi, member.

- Ahmed Ali Basheer.

Also, His Royal Highness Prince Khalifa bin Salman Al Khalifa the Prime Minister issued Resolution No. 94 for the year 2011 appointing Lt-Col. Jassim Fayhan Saleh Al-Dossary as director general in the Ministry of Interior, meanwhile the second clause in the resolution stipulated the appointing of Major Mohammed Rashid Isa Al-Hussaini as director in the Ministry of Interior.

In the third clause of the same resolution, the Minister of Interior shall confirm the vice general director and director mentioned in the first and second clauses of this resolution in one of the vacant slots in the Ministry of Interior according to the duties and responsibilities in each directorate and the required requirements in the occupier of each slot whilst observant to the qualifications and experience of each of them.

His Royal Highness Prince Khalifa bin Salman Al Khalifa the Prime Minister also issued resolution No. 95 for the year 2011 appointing Abdulrazzaq Jassim Abdudllah Salem as director of coordination and follow up directorate in the office of the Deputy Premier.

Also, His Royal Highness Prince Khalifa bin Salman Al Khalifa the Prime Minister also issued resolution No. 96 for the year 2011 appointing Abdulaziz Mohammed Rashid Al-Riffa'I as director for Public and International Relations in the Ministry of Health.

Also, His Royal Highness Prince Khalifa bin Salman Al Khalifa the Prime Minister also issued resolution No. 97 for the year 2011 appointing directors in the Ministry of Municipalities Affairs and Urban Planning. The resolution stipulated the appointing in the Ministry of Municipalities and Urban Planning of the following:

- Engineer Shawqi Abdulrahman Al-Mannai as director for agricultural engineering and water resources directorate.

- Dr. Abdulaziz Mohammed Abdulkareem as director for flora wealth.



Also, His Royal Highness Prince Khalifa bin Salman Al Khalifa the Prime Minister also issued resolution No. 92 for the year 2011 regarding the usage of public properties for the purpose of construction, development, maintenance of infrastructure for public telecommunications networks. The resolution stipulates in its second first as follows:

The competent party:

The Telecommunications Regulatory Authority (TRA) to which the resolution refers as (TRA) which is the competent body for organizing and coordinating the construction, development and maintenance of public telecommunications networks in the Kingdom of Bahrain. TRA also acts as a link between telecommunications grids operators and the authority which is concerned with planning and developing of public facilities.

Article two: TRA shall have the following powers in order to highly efficiently construct, develop and maintain public telecommunications networks in public facilities:

1- Adopt the necessary rules and technical standards for construction, development and maintenance of public telecommunications infrastructures.

2- Set and follow up the relevant procedures for construction, development and maintenance of public telecommunications infrastructures.

3- It is not permissible to grant licensure to public telecommunications network for construction of their own public telecommunications networks in public properties by their own administrative bodies unless after referring to TRA and obtaining its approval for this purpose.

4- Endorsement of applications submitted by public telecommunications operators for construction, development of infrastructures before obtaining the necessary approvals and permits for this purpose from the competent administrative bodies concerned with planning and developing public facilities, including the necessary approvals for carrying out emergency repairs. TRA may create an executive regulation for this purpose.

5- Application to obtain the necessary information for roads projects, public facilities projects, real estate development projects or any other projects pertaining to development of public telecommunications networks in order to ensure efficient planning and construction of infrastructures for public telecommunications networks.



Clause three: The obligations of public telecommunications network operators:-

Public telecommunication networks operators shall comply with the technical rules and standards as shall be issued by TRA from time to time for the sake of construction, development and maintenance of their own public telecommunications networks infrastructures in public properties.

Clause four: The works of construction of public telecommunications networks infrastructures shall be arranged with the competent administrative bodies concerned with planning and developing of public facilities.



The relevant competent administrative bodies concerned with planning and developing public facilities shall carry out the following:



1- Build the rules issued by TRA from time to time pertaining to public telecommunications networks infrastructures in their own systems regarding licensures.

2- Provide the necessary support and cooperation with TRA and public telecommunications networks operators in order to ensure implementation of construction projects for public telecommunications networks infrastructures according to the requisite efficacy and timing.

Clause five: registering public telecommunications networks operators:

Public telecommunications networks operators who have been licensed to construct, develop and maintain their own public telecommunications networks in public properties should register with TRA in compliance with the rules and procedures issued by TRA from time to time. Public telecommunications networks operators shall seek to obtain all approvals and permits necessary from the competent administrative bodies concerning planning and development of public facilities.

Clause six: TRA and the competent administrative bodies shall encourage public telecommunications networks operators to participate amongst themselves in implementing public telecommunications networks infrastructures in order to lower the cost of networks construction and to limit excavations works on roads and other public properties.

Public telecommunications networks operators who have been licensed to construct, develop and maintain their own public telecommunications networks in public properties in compliance with the rules and procedures issued by TRA from time to time. Public telecommunications networks operators shall seek to obtain all approvals and permits necessary from the competent administrative bodies concerning planning and development of public facilities.

Clause seven: Implementation of government policies and resolutions:



TRA shall cooperate with the competent relevant administrative bodies concerned with implementation of government policies and resolutions pertaining to the telecommunications sector in order to ensure implementation of this policy and resolutions effectively in compliance with the relevant rules and regulations.

His Royal Highness Prince Khalifa bin Salman Al Khalifa the Prime Minister has issued Resolution No. 98 for the year 2011 appointing Ahmed Abdulrahman Al-Matawa as director for Informatics Systems in the Civil Service Bureau.

Also, His Royal Highness Prince Khalifa bin Salman Al Khalifa the Prime Minister has issued Resolution No. 99 for the year 2011 appointing Rashid Abdullah Al-Swaidi as director of the maritime survey in the Survey and Land Registration Organization.



Also, His Royal Highness Prince Khalifa bin Salman Al Khalifa the Prime Minister has issued Resolution No. 100 for the year 2011 appointing Mrs. Nawal Yusuf Al-Ammadi as acting director in the technical affairs directorate for tenders in the Tender Board.
